Dalian Top- Eastern Group Research and development center has set up decision-making, management and executive team three levels.

Decision-making level: As decision-making body of R&D center, technical committee is responsible for developing institutional settings of R&D center, setting the direction of research and development, key projects and achievement transformation, and personal appointment and removal. Technical Committee composed by company president, vice-president and related business managers and leaders. Chief engineer of TDC technique department, Chairman of the Committee, is responsible for the approval of related work.

Management level: It composed by managers of technical department, quality department, equipment-management department, sales service department and R&D centers. The management team is responsible for drafting the development relevant technical document, management system, and track and supervise the execution of file system approved by technical Committee; Responsible for drafting the development company’s annual R&D projects, technology projects, quality improvement project, and responsible for organizing staffs, setting up a special team for the project approved by Technical Committee, developing implementation plans for specific projects, coordination of collaboration between the relevant departments, supervising the use of project funds, processing accounting work of technology center following the rules made by the Finance Department; organizing project mid-term and final reports and conferences, identifying accomplishments and transformations, managing technical filing and intellectual property rights; arranging working schedules for outside experts or coordination with collaboration organizations.

Executive level: Staff from all departments in R&D center, responsible for each specific work and research topic. Technical department is responsible for making specifications and drawings for standard and non-standard products. Quality department is responsible for products quality inspection, quality control, managing technical files and other related work.  Equipment management department is responsible for equipment maintenance planning and implementation, proposing and implementation of equipment technical reforming projects, choosing new equipment and production lines, and technical negotiations. Sales Service department is responsible for technical communications with customers, including providing suggestions of tool selection and applications. R&D center is responsible for prospective research and development projects, providing company long-term technical reserves. The research is not limited to the company’s existing products and technologies, but also could cover other products within cutting tools industry. In addition, R&D center is also responsible for the undertaking government’s key research projects.
